Taiwanese Holding Chinese Documents Risk Losing Household Registration, Clarification from Mainland Affairs Council

The Mainland Affairs Council has conducted an investigation into government employees holding Chinese identity cards, residency permits, and passports in early 2025. If these are found unreported, it could lead to the cancellation of their household registration in Taiwan. For the general public, holding a Chinese identity card, residency permit, or passport will also result in the revocation of household registration, while documents such as residence permits, local passes, and bank or transportation cards will not have an impact.

Recent reports indicated that government directives suggest military and public service personnel holding any of the 'five Chinese cards' may face issues with their Taiwanese identity. The council clarified that holding the last four cards will not affect identity status but urged citizens to be vigilant about potential misuse of personal information.

According to Article 9-1 of the Cross-Strait Relations Act, Taiwanese citizens are prohibited from having a household registration or passport issued by mainland China, with violators losing their Taiwanese identity and followed by cancellation of their household registration. The council stressed the importance for those with Chinese identity cards and residency permits to decisively renounce them.
