As China's Influence on Taiwan Grows, Chiu Chui-cheng Calls for Adjustments to Hong Kong-Macao Residency System to Include 'Long-term Residency'

The Mainland Affairs Council Minister Chiu Chui-cheng stated that recent rapid changes in cross-strait relations and the situation in Hong Kong and Macao have led to increased infiltration and unification efforts by the Chinese Communist Party. Furthermore, immigration from Mainland China is causing changes to Hong Kong's demographic structure. To protect freedom, democracy, human rights, the rule of law, and a shared homeland, the government needs to review and adjust the existing residency and settlement system for Hong Kong and Macao residents.
The new system will introduce 'long-term residency' provisions, extend the observation period appropriately, and balance the residency conditions for various categories of people.
Chiu participated in the '2025 Hong Kong People Adapting to Life in Taiwan Seminar' in Tamsui, listening to opinions from Hong Kong residents while explaining the residency policies.
He stated that since 2019, more than 56,000 Hong Kong and Macao residents have been granted residency in Taiwan. Regarding the new system, Chiu emphasized the need for government adjustments to protect freedoms and human rights in light of the rapid changes in recent years.
Under the new residency system, Hong Kong and Macao individuals will be allowed to apply for work permits during the long-term residency period, ensuring their freedom of entry and exit.
