Concerns Over Japan's Driving License Renewal Exam Loopholes: Foreign Nationals Easily Obtaining Licenses

Recently, a Chinese national, Deng Hongpeng, caused an incident in Saitama, Japan, by hitting schoolchildren with his car, raising concerns over Japan's driving license renewal exam system. Deng utilized the 'foreign driving license conversion' system to obtain a Japanese license but fled the scene before surrendering four days later. Authorities revealed he had been drinking before the incident.

In another case, a Peruvian national drove in the wrong direction on a highway, which also relates to the 'foreign driving license conversion' system. According to police statistics, approximately 60,000 individuals used this system in 2023, with the highest numbers being from China and Vietnam, highlighting potential safety risks.

The Japanese authorities plan to reassess this system to prevent future accidents. Meanwhile, social media posts touting the ease of obtaining a Japanese license have increased public concern. Lawmakers have also raised issues, calling for enhanced regulation of the system.
